S8008 Electric Transportation Device Use

Purpose

SUNY Broome promotes the safe use of e-transportation devices as forms of alternative transportation which enhances the College’s goals for a more sustainable campus. The purpose of this policy is to establish guidelines for the safe and operation of electric transportation devices for members of the SUNY Broome College community.

Statement of the Policy

Electric transportation devices may be operated on campus roadways in accordance with relevant NYS VTL, including but not limited to, following posted speed limits, yielding to pedestrians, using hand signals when turning, and maintaining proper control of the devices at all times.

Use of electric transportation devices on SUNY Broome sidewalks and crosswalks is prohibited. Additionally, electric transportation devices inside any buildings owned, operated, leased or rented by SUNY Broome is prohibited.

All operators of electronic transportation devices are required to wear a helmet while operating the device on SUNY Broome campus.

Electric transportation devices must be parked in areas that do not impede pedestrian traffic or flow (e.g. applicable designated parking spot, campus provided bicycle racks, etc.) or stored in the owner’s personal vehicle.

Operators of electric transportation devices will adhere to all local and state laws and regulations.

Operators and owners of electric transportation devices must follow all manufacture instructions and recommendations relevant to the maintenance of each device.

Motorized accessible scooters, covered by NYS VTL Article 34-C, are exempt from this policy.

Use of an electric transportation device to fulfill an academic, research, public or commercial purpose that would promote or enhance the mission of SUNY Broome, the interested party must submit a request for review and receive approval from the Director of Campus Safety and Security or their designee. Compliance with all applicable laws and regulations associated with using electric transportation devices and to preserve the safety of the general public and the SUNY Broome community is required.

Any individual or group that violates this policy may be subject to disciplinary action in accordance with the Student Code of Conduct or other College policies and/or contracts as well as applicable local or state fines or penalties.

General Guidelines

This policy applies to all students, employees, affiliates and any individual traveling through the SUNY Broome campus.

Definitions

For the purpose of this policy:

Electric Transportation Device– means any transportation device that is partially or fully powered by electricity and/or battery. Examples include, but are not limited to, e-bikes, e-scooters, e-unicycles, e-skateboards, and hover boards.
