Purpose

The purpose of this policy is to protect the SUNY Broome community and its property. As a public institution, SUNY Broome Community College can be visited by members of
the public. However, the College has the right to assert the expectations and parameters for a person’s presence on campus. This policy establishes controls to
manage access (to restrict, withhold, or remove a person’s access), consistent with applicable laws.

Statement of the Policy

In consultation with authorized employees of the college as defined in this policy, the Office of Public Safety has the primary authority to restrict, withhold, or remove access
to College property.

The College may deny access to the College buildings, grounds or any part thereof to any person who:

  • Is not a currently registered student, or is not currently employed, and who does not have lawful business to pursue at the College;
  • Is a currently registered student at the College and has been suspended or expelled from the College, for the duration of the suspension or expulsion;
  • Is currently or formerly employed who has been restricted from accessing College property due to any court order or disciplinary action against them;
  • Currently has “Persona Non Grata” status with the College;
  • Is a registered sex offender listed on any State Services Sex Offender registry and/or Federal Sex Offender registry;
  • Acts in a manner that disrupts or disturbs the normal functions of the College.

The Director of Housing or their designee is authorized by BCC Housing Development Corporation to issue letters of trespass to persons no longer welcome within any on-campus housing facility or any property controlled by BCC Housing Development Corporation. The Director of Housing will send a copy to the Office of Public Safety of all letters of trespass issued, for information and enforcement purposes.

Definitions

College property means property owned or leased by or from SUNY Broome Community College, Faculty Student Association (FSA), BCC Housing Development Corporation (Student Village), and/or the BCC Foundation.

Authorized College Official means any Public Safety Officer, Director of Housing, or Dean of Students.

Authorized Employees means President, Vice President for Academic Affairs, Vice President for Administrative and Financial Affairs, Vice President for Student Development & Chief Diversity Officer/Executive Director, Dean of Students, Director of Housing, Director of Campus Safety and Security, Human Resources Officer or, any person authorized by the above named individuals.
