Clinical Laboratory Technician

Clinical Laboratory Technician: A.A.S.

The Clinical Laboratory Technician plays a vital role in patient care by performing laboratory testing to provide diagnostic evidence of health and disease. Clinical Laboratory Technicians are trained in all major areas of the clinical laboratory, including hematology, immunology, microbiology, body fluids, blood banking, clinical chemistry and histology. Tasks performed by these professionals include examining microscopic specimens, cross-matching donated units of blood, identifying microorganisms in infections and operating computers and complex laboratory instrumentation.

Employers include: hospital laboratories, physician offices, pharmaceutical companies, research facilities, the armed forces and veterinary clinics. Technicians may advance through education to levels of Clinical Laboratory Technologist, Specialist or Laboratory Director through earning a Bachelor’s, Master’s or Doctoral degree.

In order to participate in clinical rotations, which are required to graduate from this program, students must submit proof of a current physical and up-to-date required vaccinations, including influenza or declination. There may be additional requirements dependent on clinical sites, including background checks, child abuse clearance, finger printing, and additional specific requirements. Students are required to obtain their own health insurance and arrange their own transportation in order to participate in clinical rotations. Specific instructions about required documentation and deadlines are provided by the Program Director.


Clinical Laboratory Technology at SUNY Broome Community College is a fully-accredited, clinically-based curriculum leading to the Associate in Applied Science (A.A.S.) degree. Graduates of the program are automatically eligible to sit for New York State Licensure and national certification examinations. In order to participate in clinical rotations, which are required to graduate from this program, students are required to submit proof of a current physical and up-to-date required vaccinations, including influenza and SARS-CoV-2 (COVID). Clinical Laboratory Technician Program

The Clinical Laboratory Technician program at SUNY Broome Community College has been approved by the New York State Department of Education as a licensure-qualifying program for the New York State Clinical Laboratory Technician. Graduates of the program are immediately eligible for licensure in New York State, contingent upon the student submitting all application paperwork and fees. The Clinical Laboratory Technician program is accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) , 5600 N. River Road, Suite 720, Rosemont IL 60018. Phone: 773-714-8880. The Standards of Accredited Programs for the Clinical Laboratory Technician/Medical Laboratory Technician are available from the program office.

Graduates of the program are immediately eligible for certification by the new American Society of Clinical Pathology Board of Certification (ASCP BOC), the recently combined certification agency of the ASCP Board of Registry and the National Credentialing Agency for Laboratory Personnel (NCA), among others.

The issuing of the CLT degree, however, is not contingent upon the students passing any type of external certifying or licensing examination.

NC-SARA and Licensure Determination

Effective July 1, 2024, federal regulation requires institutions of higher education to determine whether a Title IV eligible academic program that leads to professional licensure or certification meets the educational requirements for licensure/certification in the U.S. state where the institution is located, and the U.S. states where “distance education” students are located at the time of initial enrollment, as well as states where the program is advertised as meeting such requirements, and if applicable, the state where students attest they intend to be licensed/certified.

The Clinical Laboratory Technician, A.A.S., Histological Technician A.A.S., and Histological Technician, Certificate programs at SUNY Broome Community College are registered by the New York State Education Department and thus meet the educational requirements for licensure/certification for New York State.

Through a good faith effort, and for the purpose of complying with the federal regulation, we have determined that the above programs meet the educational requirements for licensure/certification in the following U.S. States: AZ, CN, MO, NJ, PA. However, it is important to note that SUNY Broome Community College is not the licensure/certification authority in these states and cannot assess whether an individual candidate will be issued a license/certificate. It is incumbent on each individual candidate to contact the licensure/certification authority in the applicable U.S. state for guidance on requirements and application processes.

Below is the list of current clinical affiliates, location, and the programs they can typically accommodate. If you are currently working at a healthcare facility that would be interested in sponsoring students for preclinical and clinical requirements, the SUNY Broome Clinical Laboratory Technologies Department is more than happy to develop new affiliation agreements with them, however the laboratory manager would need to contact the department to start the process. Facilities interested in developing a new affiliation agreement should contact Rebecca Lawson at lawsonrl@sunybroome.edu.

We cannot guarantee that a facility in your area would accept a student for all their rotations; therefore, you will need to travel to meet preclinical and clinical requirements. If there is not a clinical affiliate listed in your area, you will be required to travel to meet the preclinical and clinical requirements at any of our other institutions as determined by the college. If you are not willing to do so, we recommend that you do not apply until an affiliate is developed in your area.

Clinical Laboratory Technician and Histological Technician

The Essential Functions are the non-academic requirements of each program. They correspond to the physical, psychological and professional demands required of a Clinical Laboratory Technician, Phlebotomist, or Histologic Technician. Each of these professionals performs tests and procedures that impact patient care and safety. For this reason, although SUNY Broome Community College is and Equal Opportunity/Affirmative Action Institution, it is important that every applicant meets certain technical standards (essential functions) to be able to engage in training activities that will not endanger students, faculty or patients. The National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) requires that the Essential Functions be made available to prospective students and the public. With appropriate accommodations if needed, all students must be able to perform activities such as those listed below.

Physical Functions:

  1. Strength, mobility, and agility to safely:
    1.  Operate state-of-the-art instruments, including computers
    2. Lift and move objects weighing 20 pounds
    3. Walk, stand, or sit for long periods of time
    4. Travel to clinical laboratory affiliates
  2. Fine Motor Coordination to:
    1. Perform manual laboratory procedures with dexterity
    2. Ability to use a microscope and differentiate microscopic components
    3. Ability to perform delicate manipulations which require good eye-hand coordination
  3. Adequate Vision/Observational skills to:
    1. Characterize color, clarity and viscosity of specimens and reagents
    2. Read procedure manuals, package inserts, computer screens, equipment markings, test tubes and computer printouts
    3. Visualize and distinguish objects through a microscope
    4. Hear and respond to verbal directions, phone calls, timers, and alarms
    5. Have a sense of touch and temperature discrimination to perform laboratory tests
    6. Write legibly and correctly

Psychological Functions:

  1. Ability to perform laboratory procedures accurately and quickly even under stressful conditions and to adapt to changing situations
  2. Ability to exercise independent judgment, to think logically in the performance of one's duties, and to accept constructive criticism
  3. Ability to organize, prioritize, and to assume responsibility for one's work
  4. Ability to learn and apply content in both didactic, laboratory, and clinical courses delivered in a variety of formats.

  1. Ability to communicate in a professional, positive, tactful manner with patients, physicians, nurses, other healthcare and non-healthcare employees, and fellow laboratory personnel
  2. Ability to maintain patient confidentiality and to exercise ethical judgment, integrity, honesty, dependability, and accountability in the performance of one's laboratory responsibilities
  3. Ability to perform laboratory tests carefully while maintaining efficiency and organization
  4. Ability to exercise critical thinking skills to solve problems
  5. Ability to project a well groomed, neat appearance
  6. Ability to follow written or verbal directions to perform laboratory tests and to report the results
  7. Ability to work effectively both independently and as a member of a team

Safety Functions:

  1. Willing and able to work with sharp objects, hazardous, infectious, and biological materials
  2. Ability and willingness to work safely according to the prescribed safety guidelines
  3. Recognize and respond to emergency situations according to given protocol
Students will be required to cover tuition, books, and fees associated with the college as well as physical exams, vaccinations, travel to clinical sites, etc. These vary per semester depending on the course load. In addition, the following fees will be required throughout the program.

  • Transportation: Students are responsible for transportation costs associated with traveling to assigned clinical sites for rotations. Costs may vary from semester to semester depending on length of rotation and location of the assigned clinical site.
  • Licensure/Certification: These fees are not required for program enrollment or graduation but most students will submit them in the last semester of their program. Examination and licensure is a costly investment at the end of your curriculum. It is advised that students plan their finances now to ensure they are able to pay for their licensure and examination as employment will be prohibitive without it.
